Ryan’s time in the AG’s office was marked with many successful policy initiatives. From the creation of the 15th Court of Appeals and the expansion of the Texas Medicaid Fraud Prevention Act (TMFPA), to the passage of the Voter ID Fix, has played a crucial role in advancing the interests of Texans for years.

In addition to legislative positions, Ryan has been called upon to step into many niche roles. From providing state representation in federal agency rulemakings, to his instrumental role bringing the Global Opioid Settlement to a successful resolution, to repairing an agency program in distress, Mr. Fisher has repeatedly proven his worth in strategy and implementation.

With close to 20 years in and around the capitol in a variety of senior-level staff positions, Ryan has the knowledge, expertise and relationships to meet any policy need.
